The British and Chinese Corporation to Foreign Office.~(Received May 18.) Sir,
22, Abchurch Lane, London, May 17, 1907. WE beg leave to acknowledge the receipt of, and to thank you for, your letter of the 16th instant, re Soochow-Ningpo Railway, informing us, by direction of Sir E. Grey, that the Wai-wu Pu propose that Wang Tahsieh, late Chinese Minister in London, who is a native of Hangchow, should, on his return to China, be charged with the task, as a preliminary measure of overcoming the opposition of his fellow provincials to the conclusion of an Agreement, and in the next place of negotiating the final Agreement.
We further note that our representative Mr. Bland, considers that if the proposal be accepted it should be subject to the condition that work on the Suchow-Kiahing section of the line be stopped, but that His Majesty's Minister considers the Wai-wu Pu is unlikely to agree to same, and that Sir E. Grey has doubt as to the wisdom of insisting upon the stoppage.
Under these circumstances we are not prepared to press our representative's opinion, and we therefore beg leave to express our concurrence in Sir E. Grey's proposal to inform Sir J. Jordan that His Majesty's Government accept the Wai-wu Pu's proposal.
